hmmmm ECMD now I know what really happens to these trucks...

Need to adjust the valves injectors and do a leaned data reset, and pressure check system for any small boost leaks.

The VGT controller is leaking air psi out the exhaust port = VGT controller no good replace. Need to check the intake over boost check valve also ,if you follow the steel line that comes off the turbo down pipe to were in connects to the manifold the fitting at intake there is a check valve and controls turbo boost surge. Sometimes the spring breaks inside, remove the fitting and inspect for broken spring. If its not broken you can run the end cap jam nut up to increase tension on valve. You said no codes but the wire connection at the turbo that has spring clip on it is notorious for cause low power low boost surge and 45 code . The pins get loose in connection because fan blows on it causing it to vibrate causing pins in connection to get loose . The pins are replaceable so this is a easy fix . The VGT controller use to be rebuildable not sure if you can still get soliniod for it.

Nope just looked at pic again, trailer has 3- 7000lbs axles the hub/wheel is missing from 3rd axle

Well heres a few to get Tn started.

136 is the abs system fmi 13 is out of calibration - most likey a abs wheel sensor out of adjustment.

Most likely the VGT pins at the turbo are loose , replace pins or try to tighten up pins , also need to check and see what codes you are getting to confirm.

Should have stopped in , you were rite down the street from me I buy ya lunch.

With a A-B timing lite or low pressure time it buy removing the delivery valve . Best to have someone who has done this before set your timing. Most dealerships can make road call to your place to set timing.

Follow the wire harness over the back of water manifold , they are bad for rubbing threw the harness back there.

If the a/c is low on freon it can have high presure even with a/c off , have seen this many times.

Check the a/c high pressure switch green in color , this turns the fan on when it sees high psi in a/c system . If switch is bad or a/c system had a issues the fan will run all the time.

They had one on display at a park in Cheyenne Wyoming , got picks of it somewhere .

Never seen a oil cooler on a 673 yet , I would think the head gasket would be most likely issue , for sure pull the oil pan and pressure check .

The gooseneck must be in the truck.
