So is there a fee similar to the "un-insured motorist" fee you pay on your auto insurance? I agree with you on the whole concept you're talking about. But until we get people in office who actually have to buy their own insurance and go through the whole rigamerole we'll keep getting socked with more un-funded mandates. It's sometimes unfortunate that when the Constitution was written, it included individual rights and whatnot for states. In some cases it's good, others bad. Illinois does a good job at slingin the bullshit. Maybe if the only people allowed to vote were people 18-49 years old, employed, not on any kind of government assistance, legal citizens and fans of the pre-steroid era of baseball we'd get something done.
