250 is a litte on the high side. My diesels usually show around 20 degrees higher than coolant temp when running hard. This is on both big trucks and pickups.

with the amount of damage there, i am going to wager it was a very high rev engine, like on a dyno, or maybe a sled pulling truck engine. the oil pan looks to be full of sludge so it probably was a well abused engine.
