I always wondered why did some company trucks bumpers were shorter or cutoff. I myself think tires were an ugly rotating mass and needed hiding. Same as high fender wells are ugly also and should be hidden Just my point of view.

i was always told they got a break on the insurance in the event of a blow out the bumper did not explode with the tire. or was it in the event of an accident the bumper did not take out the front tire?

That's what I always heard-in case of a collision the bumper wouldn't be pushed back against the tire causing steering loss.
