Those look to be 2 different types of hydrants is this close to a rail line or a business complex. One looks like a normal hydrant while the other could possibly be a high pressure or high flow. just an observation on my part, mainly cause we know engineers never screw up. LOL

Possible that there are TWO water lines? Plug on left looks older, maybe a smaller line.

FAIL!! Yes these 2 fire hydrants are about 20 feet apart :pat: . This is in Akron,not a photoshop.

The answer that I was given is because there is a new water tower up on the left just out of camera shot. An older hydrant was there and the new one is to the tower. I still can't figure because the water tower is tied to the main line! Look in the ambulance mirror, there is a nursing home at the end of the street, and maybe 2 houses in front of the ambulance,water overkill for the area.
