Hey i have a 99 RD with a etech 400 also. I just got through chasing a similar vibration about a month ago. It shook the dash and steering wheel at the same rpm as your vibration (worst at 11-1200). My vibration ended up being a cracked clutch pressure plate. I took the cover off the bottom of the bell housing and looked up in there with the truck running. The shake was very noticeable in there. To verify it before pulling the tranny, I snuck my wrench up in there and unbolted the clutch from the flywheel and slid it back as far as i could, then I restarted the truck and was running without the clutch turning. This took my vibration away. So i changed the clutch. I am not sure if this is your problem, but it is something to look at.
