Well if you wanted to be creative and save a little bread all you need is plywood, some thick foam and cloth. Cut a board to match the frame and cut the foam to form the seat. Pre-drill the mounting holes and stick carriage bolts through them. Glue the foam to the wood and staple the cloth to the boards underside keeping it taught. Bolt the seat to the frame. Probably not too comfortable for long trips but its better than a bare frame.

I have done a ton of padded railings and other padding so its not too hard. I would like to try my hand at making custom upholstery one of these days.
