Sounds like they are getting power from somewhere...first thing I'd check would be pulling the fuse for the headlights. If the lights stay on, the juice is coming from a different circuit. If that's the case, you can either start pulling random fuses until the lights go off to see which circuit is supplying the power, or just trace the wires back from the headlight to find where the wires have rubbed through and are making contact with other energized wires (or possibly spot a butchered repair where a previous owner/driver/dumbass spliced the headlights into the first "hot" wire they found to get them to turn on).

If the lights go out when the headlight fuse is pulled, the power is being supplied through the headlamp's circuit, so the most likely culprit at that point would probably be the switch. Does the circuit remain closed no matter which position the switch is in? If so, there's your problem.
