Mash the fuel pedal to the floor with the parking brake on see how much smoke and then release brakes and mash it to the floor and see how much smoke comes out. Sounds like you got a bad anaroid valve or blown hose somewhere. Also check for leaks from turbo to intake.

91 no power under load, yep check as above your not getting your fuel advanced under a load or your bleeding charge air in the intake system somewhere, when its not wanting to pull does it smoke more than usual or not at all? Smoke check intake system you got a leak no smoke your not getting your pump to advance.
