They have spent money shuttering places which actually GENERATE revenue for the federal government. The closures have NOT been funding-related at all, but rather the most visible things which can be closed in a manner most likely to cause disruptions to ordinary citizens. Personally, if a prolonged shutdown is what it will take to get rid of Obamacare, so be it.
