Yeah pump shafts do break. I got a box of old Vickers pumps for 866s in the treasures somewhere and I know a couple have twisted off shafts for all it takes to just pull the pump out of the accessory drive and check it I would check there first. If it was a valve in your steering box I would think it would probably be sticking first or have a tight spot not just go out completely. Check your pump first.
