95 ch600 vmac 350 no start by the key

hi i have a 95 mack ch 600 i just bought ,truck has being sitting for about two years ,it has 395 k ,i tried starting it my the key and i just turns over ,so i used starting fluid n starts right up ,checked the electronic stater selenoid and i have power , ground but it wont engade,we check the whole truck and found that my cruise control is on so my pedal wont work , so i cant give it gas ,it starts now but it only rebs up cus of the cruise control ,but i cant turn it off the cruise control ,it reb up about 1400 rpms by using the cruise control ,it is stuck there ,what can i do ,i cant work or anything in stuck
