1 stack sounds like the rack is stuck, remove the rectangular plate that is near the top of the pump and just below the pump plungers its about 6x2 . you will see six barrels or plungers all geared to a common rail gently move each one in a attempt to find the stuck one when all is well then you move the throttle linkage the rail will travel from one end of the pump to the other and the barrels should twist. if you cannot free it. it will have to go to a pump shop or find a good used . sometimes some on e-bay. do not loosen the pinch bolt on the barrels as you can change the fuel delivery rate thus causing one cyl. to over or under fuel.
