I have a 2006 aset 400hp in a 2007 truck Vision. The water temp runs about 140 driving, it will climb to 200 on a hill, and the fan will work properly when needed, Can it be my thermostats are stuck open, when I idle in cold weather, it gets down to blowing cold air in the cab heater

Check waterlevel first, If level is ok it's possible the fan clutch is stuck on. If that is working ok replace the stat with a new one.

If its real cold out a winter front does wonders. I used one on my R model and it kept that engine right at 180 even at idle.

With 20 degrees out side and 20 min.of idling at 900 rpm it takes my engine with new thermostat about 20 miles to come up to 150 with out a load. The slower timed engines does not warm up as fast as we would like.The electronic engines with a ecm should warm faster than the mechanical engines.
