can I change the 10 speed to a 13 speed having 4.17 rears

Yes you can. However, your driveshaft will need to be shortened as the 13 speed is longer overall.

Will I see improved speed without having rpm so high??

No. Generally speaking modern Eaton transmissions all have the same overdrive ratio of 0.73. I assume you mean cruising in top gear......

The final gear ratio in a 10speed overdrive and a 13 speed is the same , won't give you a higher gear , just more in between.
