In europe the system will derate the horse power but you can still drive the legal speed limit. Here i have again a truck derated for a faulty nox sensor witch cost me $$900 to tow plus repair. I kinda doubt if there would ever be a reversal of existing laws, but the slowing of emissions "progress" is probably still very possible. I haven't read much about the UN treaty thing, but signing a document to cooperate with other countries who couldn't care less about our economy and growth cause they are in the economic gutter isn't such a hot idea. The other thing is the UN program for "Zero Pollution, Zero Poverty". The polluting countries (U.S.A. , Canada The E.U and Russia) will pay into a fund for the development of jobs and education poor countries in Africa, Asia and South America. In fact, the EPA is pretty much doing what Congress told them to do, i.e. clean the air, water, etc.. They governments must keep care about national interests and national automotive industry too as a part of it. That way they keep the track calling by other words "take money from a population (consumers) and bring them to an industry". Than getting taxes put them into social sector. And again to pay for consumption. Getting a fee from every money turn over makes some neat profit to those who controll the flow.Just kidding but I feel myself a true communist writing that above. However the 5mph derate is bull. Europe also wants cleaner trucks and forced in the Nederland to have companies to have a tier 4 or they can't go in to the port of Rotterdam. Why we got the 5mph derate is to me absolute mind bugling. It creates a scary situation on the road for accidents. I do now why VW did what they did its mind bugling what needs to reach and I agree with them it's out of control with these green idiots. At the federal level, limit head count to 300 persons total or thereabout. Say 5 statisticians/field investigators/scientists per state and no more than 50 at HQ in Washington. No legislative authority, no policy making, and no enforcement authority. Just gather the data by state and publish it quarterly. Same for the Department of Education and same for The Department of Energy. Sadly these boondoggles will probably never go away. Talk about pissing away the taxpayers money.
