Or maybe their nut-job union president made the decision for them.  Carl Icahn bought the Taj out of bankruptcy, thus giving it another shot at survival.  After pumping in $100 million he'not willing to spend more without an agreement with the union.  Can't blame him for that.  He knows what it takes to make it a going concern.  When he says final offer, I'd take him at his word...
