Already that way in commifornia. I believe the current rule is 2000 and newer, or must be re-powered to 2000 and newer. A friend had to leave commifornia because they would not let him re-register his 99 without re-powering it.

I think they already outlawed the 2 stroke Detroit.  Saw a nice medium duty dump on E-bay last year with a 6v-53.  Guy said he couldn't  register it in CA any more thanks to emission laws.  Wouldn't  live in that crap state if they paid me to.
