check your charge air cooler and all related piping and connections. you may need to pressure test the charge air cooler (they are prone to fail in the cores or weld seams) 5psi would be ok for a turbo charged Briggs & Stratton's but very low for any thing else unless you never pulled any hills and are very soft on the throttle.  a 350 or 400 should make at least 25 psi

Might be Ok if you went empty.

Being you I would make more observations with a load and up steep heels.

Your turbo produces pressure by the energy of the exhaust. And when your truck runs easy and you don't apply much throttle not much exhaust is produced. So not much turbo supercharge is produced just because it is not needed in such cases.
