This makes them more attractive to buyers who are looking for this premium amenity and, dare I say, necessity in a place where power outages come with the weather.

Guy nailed it.  Think of the law firms, accountants, software guys etc that derive their living off of this BS.  Even if  congress tried to get off their ass, would not happen-too many pigs at the trough!
