I'm on the west coast of NH a couple miles south of Keene and three towns north of Greenfield, MA.

Yes they bolt to the fender.  You have to drill holes thought the bottom of fiberglass and steel bracket behind.  They come with rubber spacers to go behind stone gaurds to compensate for the existing bolt heads.

Thanks for the info. Always saw them but never paid attention how they went on.
