Our 2002 CL did that and it ended up the circuit board in the dash was bad.  Installed a new circuit board which worked for a while, then the factory solder  where the connector plugs in on the back failed.  Soldered that back in and it has worked since.

I bought 1/4 turn light sockets of ebay with pigtails on em , wired em all together and connected to the wire in the dash plug. This eliminates the circuit board.  Works great and dimmer still works.
