It is a fabricated cardboard box that is typically stapled together.  The holes around the opening are where screws attach it to the backside of a metal dashboard in the vehicle.  It was standard for cars and trucks back in the day.  Trucks were a plain cardboard but some cars used board that was flocked to give it a faux velvet feel and appearance.
