Generaly that is caused feed back. A poor ground (which causes high resistance) with cause the power to find and easier was to ground the circuit.  Generally through  indicator lights. I would start by pulling the stop light bulbs one at a time. Try the brake and if the back up light on he dash light, move on to the next light. one will end the feed back. Than start at it socket , ground and even see if the bulbs filaments are touching. No issues move on to the directional lights front and back, the brake light circuits do feed through the brake light switch and the turn signals.
