I can't find anything that states doing this would be illegal. I'm wanting to install a valve to disallow the front steer axle brakes to release and hold them applied when winching. I haven't been able to locate a ready built kit such as Mico markets for hydraulic brakes either. A simple air, or electric control solenoid valve and switch would do the trick, but I'm wanting to know if this is legal to do.

Thanks,

I have seen the steer axle applied by the trailer hand valve connected inline by a two way check valve which is easy to find. This way your steer axle brakes can be applied normal or by hand.

A double shuttle check valve would be the correct term for the valve
