Now that would be a silly spot for a trailer plug 

Im thinking it is to drive a gravel spreader out the back 

You know t he type were they spray the bitumen down and then back a tipper up with gravel slowly trickling out

it is an ISO plug.  it can be used for any single electric powered part of the trailer.  It carries a lot of amps.  lets say you are pulling a short dump trailer, it can power the vibrator under the bed. or at that height, maybe it powered a tarp motor for the trailer.   My guess is there is a switch in the cab, that goes to a relay similar to a starter relay for a lawn tractor, somewhere near the batteries, and the big wire comes off the relay to the ISO plug.  Of course there are a bunch of uses,  some more guys will post on this..   jojo

Pretty much like Joey said. It looks like there was something that was bolted on the tailgate (?)  Whatever they used it for doesn't seem to have much to do with what you're using the truck for.  Might better take it completely off the truck before you end up with a big short .

some one took the time to weld a step for reaching the plug.you would think a little more time of fabricating would have been spent to run the wire. 100 % agreement with all the suggestions  of what it  was for. single pole heavy power ??
