I'm almost 100% certain a 95 E-7 427 would be electronic. The early electronic motors (93-97's) had electronically-controlled Bosch pumps that looked very similar to mechanical pumps (easy to mistake the two). Look for a wire-harness attached to the pump.

Another way to tell is ask if it has push-button cruise-control.

That was known as the "PLN" (Pump/Line/Nozzle) electronic fuel injection setup, as opposed to the individual injector pumps (one for each cylinder) used on the E Tech engines.
Another way to tell is ask if it has push-button cruise-control.

A mechanical has the red stop knob that you pull out to stop the engine.

Electronic engines shut off when the key switch is turned off.

Also look at the accelerator pedal. If it has the linkage hooked up to it, then it's mechanical, if it has a wiring harness connected to the accelerator pedal then it's electronic.

E7 427 would be electronic though.
